3) Submit the Notification of Returning to Your Country 転出届の提出
If you do not properly complete your notification of returning to your country, then despite not living in Japan, you will still be responsible to pay for the Japanese Health Insurance and possibly for the Japanese Pension. When you submit your notification, you will simultaneously be withdrawn from the Japanese Health Care and Pension Systems.
In order to submit your notification, please report to the City Hall of the area you live in at the service window (For example, those living in the International Dorm need to go to the Oono-kita branch ) within 14 days of your plan to leave Japan to report your intent to return to your country.
4) Pay for your National Health Insurance (or receive a refund if you overpaid it) 国民健康保険の支払い
You should be receiving the bills for the National Health Insurance during your stay here. If you have paid for the months when you will not be in Japan (=overpaying your insurance), you can receive a refund. The procedure is available about one month prior to your return date.
If you have not paid the bills/ only paid a part of them, please tell the staff at the city hall when you are submitting the “notification of returning to your country” (step 3) by handing them the bills so that you can pay for the months when you are here in Japan. They will not overcharge you so you do not have to ask for a refund in such case.
You should also receive an envelope to return the insurance card. Place the card in the envelope and drop it in any Japanese mailbox the day before you leave, so you can continue to use the insurance card until the last possible moment.

When you go to the City Hall, tell the staff there that you are an exchange student from J.F. Oberlin University and they will know the procedures. You can also show them this page (Steps 3 and 4 above) and the message below.
